Discayas resurface in Stronghold Insurance irregularity at LTFRB
Questioning the legitimacy of Stronghold insurance consortium’s inclusion in the Passenger Personal Accident Insurance (PPAI) program, the Land Transportation Franchising and Regulatory Board (LTFRB) has ordered an investigation after the group was accredited despite failing to meet the agency’s document submission deadline.
According to a Circular Letter issued by the Insurance Commission and signed by Commissioner Reynaldo Regalado, applicants for the Management Company of an insurance consortium must submit all required documents 60 days before the expiration of their five-year accreditation.
An LTFRB insider revealed that the final day for submission was November 30, 2025. However, Stronghold was still granted accreditation even though it submitted its documents on December 1, 2025, one day late.
Stronghold has previously drawn controversy after it was identified as the insurance provider used by spouses Sarah and Curlee Discaya in connection with their flood-control projects with the DPWH.
LTFRB officials have now called on the Insurance Commission to investigate the matter, warning that unclear or improper insurance systems could endanger public-utility passengers who rely on valid coverage for their safety.
