Lotilla Moves to Vatican Post as Marcos Names New DENR OIC
President Ferdinand Marcos Jr. has designated Environment Secretary Raphael Lotilla as the Philippines’ next ambassador to the Holy See, marking a Cabinet-level reshuffle that places a veteran technocrat in a diplomatic role at the Vatican.
Malacañang confirmed on Friday, February 27, that Department of Environment and Natural Resources (DENR) Undersecretary Juan Miguel Cuna will take over as acting secretary while the transition is underway.
Palace Press Officer Claire Castro clarified that Lotilla’s reassignment was not due to a resignation or removal from office, but came following his request for a less demanding post.
"According to what we have heard, ang sinabi po ay mas nais ngayon po ni Secretary Lotilla ng lighter assignment. So yun lang ang naibigay sa ating information," Castro said at a press conference.
Lotilla had served as DENR chief for nine months after being appointed in May 2025 as part of the President’s broader Cabinet reorganization, replacing former secretary Maria Yulo-Loyzaga.
When asked about the reason behind Lotilla’s request, Castro said she was not aware of the exact circumstances but noted that his new diplomatic role may allow him to “pray more often” in his assignment at the Holy See, the central governing body of the Catholic Church based in Vatican City.
The Palace also cited Cuna’s decades-long experience within the DENR as basis for his appointment as officer-in-charge. Cuna has been with the department since 2008, previously serving in various capacities including provincial environment officer, director, acting secretary, and undersecretary.
Malacañang assured that DENR programs and operations will proceed without disruption during the leadership transition.
