‘No Work, No Pay’ Complaint vs Bato Likely Junked

An ethics complaint seeking to penalize Sen. Ronald dela Rosa with a “no work, no pay” sanction over his absences is likely to be dismissed due to lack of legal basis under current Senate rules.

JV Ejercito, chair of the Senate ethics committee, said the proposed penalty is not recognized in existing parliamentary guidelines, making the complaint untenable unless the rules are amended.

He explained that while there is room to revise the rules, the committee follows a “first-in, first-out” system, meaning earlier complaints must be addressed before taking up the case against dela Rosa.

Ejercito added that even if the complaint is dismissed, the petitioner may refile it should new rules be adopted in the future.

The case is among several complaints currently pending before the Senate ethics committee, which is working through its backlog.
