ICI Seeks Closure After 9 Referrals Involving 65 Individuals

The head of the Independent Commission for Infrastructure has recommended ending the commission’s operations after completing its initial investigative work and transferring its findings to the Office of the Ombudsman.

Commission chair Andres Reyes said the body has already submitted nine referrals involving 65 individuals allegedly linked to irregularities in government flood control projects.

Reyes explained that the commission had only been operating for six months, and functioned as a full collegial body for about half that time after two commissioners stepped down. Despite the shortened timeline, he said the group was able to establish investigative procedures and tools that can now be used by existing prosecutorial agencies.

Initial Findings Turned Over

Aside from filing case referrals, the commission also developed systems intended to help detect fraud in infrastructure projects and passed on its investigative framework to the Ombudsman to support further inquiries.

Reyes said these outputs demonstrate that the commission had carried out the responsibilities assigned to it under the executive order that created it.

He added that the body will remain operational until March 31, 2026 to complete administrative steps related to its closure.

Created After Flood Control Controversy

The commission was established by Ferdinand Marcos Jr. in late 2025 as part of the administration’s response to allegations of large-scale corruption in flood control projects.

The initiative initially drew strong public attention due to the billions of pesos reportedly lost in the scheme.

However, the commission’s composition changed after two members resigned: former public works secretary Rogelio Singson cited health concerns, while corporate executive Rossana Fajardo said the panel had already accomplished what it set out to do.

Earlier this year, the commission submitted its 125-day accomplishment report to the president before recommending that its operations be wound down.
