ICI Clarifies: No Ruling Yet on Romualdez in Flood Control Probe

The Independent Commission for Infrastructure (ICI) has clarified that its referral in the ongoing flood control controversy does not clear or implicate former House Speaker Martin Romualdez, pushing back against claims that he has been absolved of any wrongdoing.

In a statement, the ICI stressed that its referral carries no conclusion on Romualdez’s liability, noting that the matter is still subject to investigation by the Office of the Ombudsman. The commission also criticized Tingog party-list Rep. Jude Acidre for allegedly quoting the document out of context to support claims that no charges had been recommended.

Acidre earlier argued that the referral explicitly stated there was no finding of guilt against Romualdez and accused Navotas Rep. Toby Tiangco of misleading the public by suggesting plunder charges were being pursued. He maintained that the responsibility to determine liability ultimately lies with the Ombudsman.

The ICI, however, emphasized that its role is limited to fact-finding and referral, and that any determination of accountability will come from the proper investigative bodies.

In a related development, the Sandiganbayan has approved the testimony of former public works engineer Henry Alcantara as a state witness in a separate malversation case involving fugitive ex-lawmaker Zaldy Co and several others over a P289.5-million flood control project in Oriental Mindoro.
